City of Oak Harbor issued the following announcement.

Technicians from Safe Kids Northwest will be on-site at Oak Harbor Fire Department to conduct FREE car seat safety checks, every other month.
Did you know that nearly 85% of car seats are not installed correctly? Be safe and have your's checked!
When: First Tuesday of every odd month; from 3pm - 5pm.
Where: Oak Harbor Fire Department, 855 E. Whidbey Ave., Oak Harbor, WA 98277
Enter from the back (south) side of the station and pull forward into the apparatus bay when you arrive. There is no need to park and come into the lobby.
Bring your car, car seat, child(ren), and owners manuals of your car and car seat.
Allow at least 30 minutes per seat.
