Council had both a regular meeting and workshop this week in Council Chambers at City Hall. We will be posting two recaps this week. The first recap for the February 21, 2023 City Council Meeting and the Mayor's Comments video is below. 

CITIZEN COMMENT PERIODThe Council received eight comments. Two regarding the public hearing – Ordinance No. 1968 - Sullivan Annexation agenda item, four regarding the agenda item for a professional services agreement with Sculpture Northwest and citing of the Angel de la Creatividad sculpture, one regarding Lyft/Uber service, and another regarding Utility Billing. 

CONSENT AGENDAThe following items were approved as presented:• Approval of February 7, 2023 City Council Meeting Minutes • Approval of Payroll and Accounts Payable Vouchers • Professional Services Agreement for BHC Contract Extension • Purchase Authorization for the Fire Department to buy a Quint and Engine 

MAYOR, COUNCIL & STAFF COMMENTSMayor’s CommentsMayor Pro Tempore Hizon led the meeting on behalf of Mayor Severns. See the video below with updates about events and activities in our community. 

Council CommentsCouncilmember Munns spoke about the Black History event at Unity Fellowship. She also shared Island Transit updates about solar panels, emergency event planning, service on demand, and increased services. 

Councilmember Woessner mentioned that comments received from the public are invaluable. He confirmed with City Administrator Oborn that staff followed up on the Utility Billing concern and requested he confirm the current rules for Lyft/Uber service. 

Mayor Pro Tempore Hizon shared her experience at last week’s City Action Days in Olympia, the opportunity to speak with representatives, and their knowledge of our community. 

PUBLIC HEARING & MEETINGSPublic Hearing: Ordinance No. 1968 Sullivan Annexation (1741 NE 16th Ave., Parcel #R13336-485-0180; 6.6 acres)Senior Planner Dennis Lefevre presented the background, property details with map of the property, designation, zoning, and next steps for the annexation process. Public comment was opened. 

Council reviewed comments submitted electronically and listened to individuals in attendance. Motion by Councilmember Hoffmire to approve Ordinance No. 1968 annexing a 6.6-acre parcel to the City of Oak Harbor. Seconded by Councilmember Marshall. Vote passed six to zero with Councilmember Stucky abstaining. 

CONTRACTS & AGREEMENTSProfessional Services Agreement: Cabot Dow Associates, Inc. for Comprehensive Classification and Compensation Study for Non-Represented Employees Central Services Supervisor Sandra Place presented the process to select a contractor and agreement.  Councilmember Hoffmire moved to authorize the Mayor to enter into an agreement with Cabot Dow Associates, Inc. for a Non-Represented Classification and Compensation Study to be conducted in the amount of $32,000. The motion was seconded by Councilmember Munns. Passed with a unanimous vote. 

Second Amendment to Professional Services Agreement - Sculpture Northwest for Consultant Services - Determination of Angel de la Creatividad Sculpture Location Public Works Director Steve Schuller presented the options for placement of the Angel de la Creatividad at two locations and the process to install/maintain the sculpture. If an agreement for placement can be reached the installation may occur as early as Fall 2023. Council reviewed comments received from the public. Motion by Councilmember Hoffmire to approve a proposed Second Amendment to the Professional Services Agreement. Seconded by Councilmember Munns. 

Councilmember Woessner made a friendly amendment to enter into an agreement with modifications to language regarding flood plain permits, approval language, storage, and permit costs, seconded by Councilmember Marshall. Six Councilmembers voted in favor of the amendment with Councilmember Munns opposed. Following additional discussion, the vote on the motion as amended with a proposed location at Flintstone Park passed 5-2 with Councilmembers Evans and Stucky opposed.

MOTION TO REVISE THE AGENDA AND EXTEND THE MEETINGCouncilmember Munns made the motion to move item 10a for the Planning Commission Annual Report between agenda items 8b and 8c. Seconded by Councilmember Marshall. Passed with a unanimous vote. 

Motion by Councilmember Munns seconded by Councilmember Woessner to extend the meeting to after 9 pm until business is concluded. Passed with unanimous vote. 

REPORTS & DISCUSSION ITEMSPlanning Commission Annual Report to City Council Development Services Director David Kuhl introduced Planning Commissioning Chair Greg Wasinger. Director Kuhl reviewed the Planning Commissions accomplishments for 2022, projects, meetings, and review of code. 

Water Main Oversizing Agreement for Municipal Water Main System Extension – Marin Woods, LLCCity Engineer Alex Warner presented the project details and agreement. Motion by Councilmember Munns to authorize the Mayor to sign the Water Main Oversizing Agreement for Municipal Water Main System Extension between Marin Woods, LLC (“Owner”) and the City of Oak Harbor (“City”) in the amount of $231,907.34. Seconded by Councilmember Hoffmire. Passed four to three with Councilmembers Evans, Stucky, and Woessner opposing the motion. 

OTHER ITEMS FOR CONSIDERATIONConservation Futures Fund Grant ApplicationCity Administrator Oborn presented the background of the project and grant funding opportunity. Motion by Councilmember Woessner to authorize the Mayor to sign the Conservation Futures Fund Grant application requesting up to $582,490.00 for the purchase of the three parcels adjacent to City-owned Freund Marsh. Seconded by Councilmember Munns. Vote passed unanimously.  

ADJOURNThe meeting was adjourned at 9:43 pm with a motion by Councilmember Woessner, seconded by Councilmember Marshall. The vote passed unanimously
